About the Role:

Under the direction of the Assistant Director, Information Technology, the Divisional Manager, Information Technology Operations is responsible for VIRL’s IT Operations Team who deliver computing and voice services for all VIRL branches and service locations as well as provide day to day end-user support, and maintain the organization’s software, hardware and network assets.

The Divisional Manager, Information Technology Operations will foster a culture of responsive customer service and client/user centric decision-making. The Divisional Manager, Information Technology Operations will lead the team to provide high quality and reliable support services for VIRL staff and customers, while ensuring that VIRL’s computing and networks are safe, secure and compliant with all relevant regulations and standards. The Divisional Manager, Information Technology Operations will build and maintain a culture of excellence and continuous improvement.

Using ITIL as the key methodology, the Divisional Manager, Information Technology Operations will manage and mature VIRL’s IT Operations and Service Desk capability including, Service Design, Service Transition, Service Operations, and Continual Service Improvement. The Divisional Manager, Information Technology Operations will efficiently run and manage the technology environment (applications and infrastructure). Working collaboratively with the IT Project Manager (responsible for Service and Project Portfolio Management, Demand Management, Business Relationship Management), they will build a collaborative environment between projects and operations and ensure that documentation, change management, problem management and other key elements of ITIL are implemented and followed.

The Divisional Manager, Information Technology Operations contributes to VIRL’s technology strategy and is responsible for delivering key aspects of that strategy.

Required Knowledge, Skills and Abilities:

  • Experience implementing ITIL, COBIT or ISO related controls and Risk Management frameworks.
  • Experience developing and managing a comprehensive digital security program and capability for a medium to large-scale organization.
  • Experience negotiating and managing information technology contracts including public procurement processes, developing project requirements and specifications, and evaluating responses. 
  • Demonstrated ability to understand, define and respond to customer needs. 
  • Strong interpersonal and communications skills (both written and verbal) including the ability to lead effectively by example, managing staff, project teams and assigned budgets.
  • Thorough understanding of the requirements outlined in the BC Freedom of Information and Protection of Privacy Act, related regulations and public sector best practices.
  • Experience conducting high level technical conversations about new technologies, architectures, and implementations.
  • Demonstrated knowledge and experience with technologies related to Network Architecture, Security, Firewalls, Communications, TCP/IP, VPN, Anti-spam, Intrusion Detection, Replication, Backup/Restore.
  • Critical thinking, organizing, problem solving and prioritizing skills.
  • Experience implementing and executing risk management, audit, and compliance protocols.

Required Education and Experience:

  • Completion of a Degree, Diploma or Certificate in the computer science field. 
  • Completion of a Business Degree or Certificate is preferred.
  • Minimum 5 years’ experience in an IT operations management role.
  • Experience leading, developing and implementing information management and information technology programs and projects would be an asset.
  • Experience deploying and managing Virtualization, Converged Infrastructure, Cloud Computing, Mobile Workforce, Networking, SAN, and Disaster Recovery.
  • Demonstrated professional development, including relevant certifications
  • Public sector and/or library experience is an asset.

You are required to have a valid BC Driver’s License and a reliable vehicle given that there will be travel to various VIRL Branches or potential VIRL Branch locations. You will also be required to satisfactorily complete a Criminal Record Check (Working with Children & Vulnerable Adults).
