Role Summary

The position supports the MSP applications focusing on the components on the MVS system. This involves adapting the existing system to new demands to expand the functionality of the application while also providing application support and maintenance. The developer must acquire and maintain technical system knowledge of the existing mainframe application functions while keeping abreast of corporate direction in expanding new technology solutions (ie web services and other interactions with the mainframe). The position is not limited to mainframe applications technologies. The position is required to be involved in multiple concurrent projects at the same time. The position requires good organization and technical skills and the ability to work independently or as part of a team. Good communication skills are essential.

Key Responsibilities

• Collaborates with architects, business system analysts and testing specialists to deliver high quality solutions

• Design and develop custom code application features and functions to technical and functional programming standards

• Creates required documentation, design documents and participates in peer reviews;

• Assist and troubleshoot current application issues

• Assist in developing testing scenarios and test plans

• Monitor the application and recommend upgrades and efficiency alternatives to the application

Education and Experience

• Relevant degree from a recognized university or certificate from a recognized college required

• Structured training in relevant programming languages and methodologies required

• Five years of experience working in a mainframe environment, specifically: COBOL, PL/1, DB2, CICS, ISPF and JCL

• Experience with ESP, Active Batch, AION, Web Service Development (ie Shadow), Visual Basic, Visual Studio, BIPublisher desirable

• Experience working in the BC government environment and in the Health industry preferred

• Experience with the application landscape that supports the British Columbia Ministry of Health is desirable, but not required

• Detail-oriented, fast-learner and self-motivated

Knowledge, Skills and Abilities

• Participate in all phases of the software development life cycle (SDLC) to deliver applications that address business requirements

• Application maintenance, production systems support, designing and developing solutions using MVS application development tools

• Work independently on small application releases or as part of a project team on larger application releases

• Critically analyze application requirements and devise sound solutions to business challenges based on MAXIMUS BC methodologies, Data Quality principles and industry standards

• Develop project plans, logical and physical design specifications, architecture diagrams, executable code, and unit/ integration test plans as well as maintenance and production support activities

• Possess good organizational, interpersonal and communication skills

• Ability to perform comfortably in a fast-paced, team based system support and deliverables-oriented work environment

• Track record of meeting deadlines and budgets

• Experience supporting mission critical applications

• Problem solver with the ability to methodically analyze and resolve programming challenges

• Must be comfortable seeking peer and supervisory guidance on complex application challenges must have a desire to learn applications being supported
