The Ministry of Advanced Education and Skills Training (AEST) is committed to modernizing service delivery and building digital capacity. To respond to the changing needs of students, the Technology and Business Transformation Branch is working with StudentAid BC to modernize how we deliver Student Financial Aid. This is a key foundational pillar in the AEST digital strategy and will include both building new application systems, as well as decommissioning our legacy application systems.

Senior Business Analyst $71,298.93 - $81,387.14 annually plus 6.6% Temporary Market Adjustment
The Senior Business Analyst uses standard business analysis tools and methodologies, including the systems development life cycle, to elicit, gather, document and deliver technical system projects which may be high risk, using significant resources across the system, and which are high profile in relation to the interests of government, external organizations and / or the public. This position provides business analysis in a complex and multi-system and multi-application technical environment; and provides detailed and collaborative analysis; eliciting, gathering and documenting business requirements, identifying gaps, documenting business process, and delivering small, medium and large technical projects consistent with government and ministry strategic plans, system standards and interfacing requirements. The Senior Business Analyst will provide expert advice to senior staff and lead multiple project teams, while working closely with a client focused portfolio team within the Branch. This position will manage system projects as required.

Qualifications for this role include:
Degree, diploma, certification or equivalent in computer science, business or public administration, social science, technology or a related field.
Related experience in a technical environment building requirements to assist with delivery of system application changes. Related experience includes a minimum five (5) years’ experience in each of the following:
Providing business analysis in a complex technology environment to support system application changes or improvements relating to corporate information technology projects;
Utilizing business analysis methodologies and modelling techniques for business process mapping, eliciting business requirements, documenting and translating business rules for technical / functional system changes; and,
Providing business analysis on high risk strategic projects, with preference for those including management of finances and human resources.
