Collaborate with staff to design and implement low-code solutions, optimize integrations, and improve application architectures


Work with staff both inside and outside of the IT department to design, architect, create, and implement low-code, no-code technology solutions and/or leverage existing software platforms to support City staff in their delivery of municipal services. Optimize and modernize existing application integrations. Create roadmaps and conduct assessments of existing application architectures to enable the City to continuously improve and mitigate technical dept across the Enterprise landscape.


    Architect, create, and support applications based on established corporate standards with existing technology platforms.

    Review vendor upgrade roadmaps, patch notes, and release notes to proactively mitigate any issues with existing solutions.

    Modernize existing integrations to align with defined architecture standards.

    Create roadmaps for existing solution architectures to allow for continuous improvement.

    Conduct application assessments to highlight, recommend improvements, and mitigate technical debt across the Enterprise landscape.

    Work with development team members to ensure in-house developed solutions are created with sustainable architectures.

    Work with other team members in IT, IT Leadership, specialized IT consultants, and external application support teams to ensure that solutions are built to deliver availability, reliability, and scalability.

    Provide technical advice on software application solutions, product evaluation, and assessment of existing and future on-premise and cloud solutions.

    Liaise with internal Product Owners to ensure solutions that are architected, suit their needs as well as the needs of the organization.

    Work with project managers, vendors, and consulting firms to configure, maintain, evaluate, and implement technical solutions.

    Performs other related duties as required.


    Work is performed according to established policies or procedures or is assigned by Manager. 

    Work is reviewed through discussions with Manager. 

    Issues such as major system changes, expenditures and policy matters are discussed with Manager with recommendations.

Work Environment:



    Proficient with frameworks including the Microsoft Power Platform.

    Proficient in DevOps environments with a demonstrated ability to work in an Agile team.

    Ability to communicate effectively with stakeholders, verbally and in writing.

    Ability to work effectively with multi-disciplinary teams which include customer stakeholders, project managers, business analysts, and developers.

    Proficient with Azure technologies to support the Microsoft 365 line of business applications.

    Proficient in architecting solutions leveraging Azure Active Directory.

    Proficient in diagramming enterprise architectures at various levels of detail for the organization.

    Familiarity with Web Services such as SOAP, REST, WCF, ASP.Net Web API.

    Strong analytical and problem-solving skills.

    Strong time management, prioritization, and organizational skills.


Formal Education, Training and Occupational Certification:

    Undergraduate degree in Computer Science or related discipline (4 years).

    TOGAF Enterprise Architecture Certification (Combined Part 1 and Part 2) (2.5 hours).

    Additional Microsoft certifications for Microsoft 365 or Azure considered an asset.

    Knowledge of Agile best practices preferable.


    5 years of relevant work experience in solution architecture in an enterprise environment or an equivalent combination of education and experience.

    Experience architecting and implementing solutions using multiple components via APIs, including solutions that leverage a hybrid combination of both on-premises and cloud.

    Experience with architecting and implementing solutions related to public sector safety and administration software desired.

    Experience modernizing legacy application and solution architectures.


    May be requested to substitute in a more senior position.
