We are seeking a highly motivated and experienced Technology Vendor & Contract Specialist to join our dynamic Technology Vendor and Contract Management team. In this role, you will be responsible for providing maximum return on investment by applying various analysis techniques to inform sourcing and contracting decisions.

THE OPPORTUNITY:

As a Technology Vendor & Contract Specialist, you will be responsible for developing and supporting the sourcing plans and needs of the Technology Department, as well as providing vendor and contract management services.


The position can be based in either Vancouver or Victoria with travel between the two cities (paid for by BCI). It has three career progression levels.

  • Level 1: Responsible for delivering vendor performance and contract management services for Technology's supply categories. This role typically requires 2+ years of experience and you will work under guidance on low-mid complexity tasks, apply key concepts effectively and have demonstrated working knowledge competency within the role

  • Level 2: Responsible for delivering vendor performance and contract management services for Technology's supply categories, which have an intermediate level of complexity and stakeholder engagement. This role typically requires 5+ years of experience, and the specialist will be expected to work independently, providing guidance and training to others, and have an intermediate level of competency within the role.

  • Level 3: Responsible for delivering vendor performance and contract management services for Technology's supply categories, which have an advanced level of complexity and stakeholder engagement. This role typically requires 8+ years of experience, and the specialist will be expected to work independently, providing guidance and training to others, and have an advanced level of competency within the role.


QUALIFICATIONS:

The following qualifications are illustrative of a standard Level 3 and may be scaled down or up in scope and depth of expertise or experience based upon the level selected.  

  • Bachelor’s degree in Business, Supply Chain, or a related field with a background or education in Technology

  • Over 7 years of progressive experience in category management, strategic sourcing, and contract management, in IT/Technology supply category

  • Experience with assessing supply sourcing categories for key services including staff augmentation, managed services, and vendor business process management

  • Experience with multiple components of the Source-to-Pay process, and developing sourcing strategies

  • Must have excellent analytical and problem-solving skills, verbal and written communication skills, and a customer-service orientation

  • Knowledge of contracting commercial terms and vendor management for on-premise, cloud, subscriptions, and services

  • Professional certifications such as Supply Chain Management Professional (SCMP) is an asset

  • Strong proficiency with MS Office applications is required (Word, Excel and PowerPoint)

KEY RESPONSIBILITIES:

The following responsibilities are illustrative of a standard Level 3 and may be scaled down or up in leadership, complexity, and autonomy based upon the level selected. 

  • Conducts assessments of Technology supply categories including, performs market scans, surveys, research and benchmarking, and operational data review

  • Engages with stakeholders to identify, understand, and capture sourcing and contracting needs for Technology categories of supply

  • Develops sourcing strategies for key services including staff augmentation, managed services, and vendor business process service delivery models

  • Coordinates Technology stakeholders in the development and evaluation of RFPs, and leads the Technology stakeholders on other procurement activities operated by Procurement

  • Collaborates, or leads, as the commercial SME on contracting activities

  • Contributes to the development, implementation and maintenance of processes, procedures, and tools for vendor and contract management and administration operations

  • Identifies risks and issues proactively, and proposes contracting and supply activities to mitigate such risks and issues for stakeholders

  • Executes sourcing and contacting activities for assigned area(s) including pre-award, negotiations and post-award activities in an ethical, transparent, effective and efficient manner

  • Monitors and tracks the cost savings, cost avoidance, and other benefits produced by contract management activities for assigned area(s)

  • Collaborate with stakeholders to performance manage vendors to deliver outcomes

  • Performs contract administration activities in alignment with Technology vendor management and corporate procurement procedures, tools, and templates.
