We are seeking a Delivery Lead to join our team in VICTORIA, British Columbia, Canada.  

As a technical leader within the organization, the Delivery Lead is responsible for providing oversight and steering of complex digital initiatives, managing technical resources, and managing the production support of critical IT systems. The Delivery Lead position drives ideation by challenging assumptions and creating ideas for innovative solutions. This position is a strong client advocate that provides a critical linkage between the needs of individual business areas and the products and services of the ITS division. 

Hybrid Work Model 

This position is located in our Victoria, BC office. You will have the opportunity to work part of the time on-campus and part of the time off-campus. Guidelines and requirements for in-office presence are determined by operational need and vary according to the unique needs of each business area.  

Responsibilities 

  • Provides oversight and leadership for multi-disciplinary delivery teams, managing the delivery and iteration of digital products, resolving technical program delivery roadblocks, and ensuring effective execution of corporate IT programs and initiatives. 
  • Supports the creation and maintenance of product roadmaps, tracking progress, issues, and risks, and ensures alignment with organizational strategic goals and priorities. 
  • May manage and lead staff, including assignment of work, development and evaluation of performance plans, determine resource requirements, approve leave, respond to grievances and initiate discipline process. 
  • Consults and manages relationships with senior leaders and executives to improve responsiveness to business area requirements and improve satisfaction with ITS' products and services. 
  • Collaborates with service providers, project managers and technical leads to ensure work output aligns to organizational and Pension Board objectives. 
  • Advocates for client needs and services by building strong relationships and providing input on strategic and client focused plans. 
  • Collaborates with cross-functional teams to identify and prioritize system enhancements, bug fixes, and new feature requests. 
  • Influences stakeholders to achieve consensus and commitment regarding product definition, direction, and approach to delivery. 
  • Stays up to date on the latest trends and best practices related to BCPC system functionality and technologies, and shares knowledge and insights with relevant stakeholders. 
  • Manages the gathering of user requirements based on a communicable understanding of diverse stakeholder groups. 
  • Works closely with the IT department to ensure the smooth integration and functionality of new systems with other internal systems and applications. 
  • Develops and maintains expertise regarding clients' vision, short- and long-term priorities, objectives, and business requirements; works with internal and external teams to develop an understanding of client's pain points or unarticulated needs.  
  • Explores technology opportunities with business areas and advises on specific strategies to meet gaps and organizational goals. 
  • May monitor project timelines and progress, ensuring expectations of key stakeholders are met and commitment dates are adhered to, and resources are used effectively. 
  • Contributes to the design and implementation of product/service client satisfaction-related policies, procedures, systems and standards.

Qualifications 

Must have 

  • Degree or diploma in computer science, engineering, or a related discipline; and three (3) years of recent (within 5 years), related experience*. An equivalent combination of education and experience may be considered. 

*Related experience must include:  

  • Experience leading and supervising IT professionals including recruitment, coaching, motivating, guiding, and supporting development, and evaluating and managing performance. 
  • Experience leading IT initiatives of large scale and complexity that have multiple delivery components. 
  • Experience in business planning, contract management, and financial management. 
  • Experience providing operational IT support to enterprise applications (e.g., Incident Response, Request Fulfillment, Impact Analysis). 

Nice to have: 

  • Experience working with Oracle Fusion or a similar ERP system.  
  • Demonstrated knowledge, and preferably two years' experience, in an M365 cloud and Oracle technology environment. 
  • Relevant training or certification related to Agile methodologies, frameworks, and practices (e.g., Scrum, Disciplined Agile). 
  • Experience working in an agile, digital product-focused development environment, iteratively creating and improving digital products and services. 
  • Relevant training or certification in IT Service Management (e.g., ITIL). 

Experience aligning technical solutions with the organization's strategic business goals by: assessing business requirements for new projects and supporting technical strategies to optimize service delivery; ensuring business strategies and requirements are effectively translated into technology solutions. 

Background in Quality Assurance within a Software Development environment, including but not limited to Tooling, Methodology, resourcing and modernizing the QA practice to align with strategic business goals.

  • Demonstrated leadership skills with an ability to motivate and influence others and work in a changing environment 
  • Proven success in managing a business area including managing operations, staff and budgets 
  • Demonstrated ability to manage needs of multiple stakeholders through prioritization, negotiation and effective communications 
  • Proven leadership in successful delivery of digital products or service; successful design, delivery and ongoing management of high-quality services which maximized opportunities offered by digital technology 
  • Proven grasp and expertise in analyzing and using data to design and continually improve digital services to fully meet stakeholder needs in a convenient and straightforward way 
  • Proven ability to challenge and remove any unnecessary barriers to product delivery
