Job Overview

Reporting to the Deputy Chief Electoral Officer, Corporate Services, and as a member of the Elections BC senior management team, the Executive Director, Information Technology leads the development of information technology strategies, roadmaps, and business plans for Elections BC. The position provides senior strategic leadership and direction to all aspects of IT strategic planning, enterprise architecture, business analysis and process re-engineering, security services, IT governance, and IT asset and vendor management. This leadership role ensures the information technology program area is able to balance operational requirements and continuous improvement with electoral event readiness and delivery. 

Accountabilities

  • Develops and implements a vision and strategic plan for information management for Elections BC and ensures alignment with Elections BC’s vision, mission and mandate, and complies with the broader BC Public Service information management policies and standards where possible.
  • Provides authoritative advice and recommendations to Elections BC executive regarding information technology systems, budgets, issues and strategies relating to the business needs and critical success factors for Elections BC.
  • Oversees the development of all information technology solutions prioritized through the Elections BC Strategic Project Portfolio ensuring appropriate resources are available to deliver on those projects.
  • Advises Elections BC executive and Elections BC partners on emerging information management and information technology trends, issues, legislation, policies, standards, toolsets and best practices.
  • Leads the development of technology standards, application standards and data standards for large and diverse electronic information delivery systems. Ensures that appropriate design guidelines are developed and updated application designs will achieve business goals.
  • Oversees the development and implementation of information security policies, procedures, standards, technology and training to minimize privacy and security risks to Elections BC and its stakeholders. This includes the planning, development, and implementation of security frameworks and plans to improve incident prevention, detection and response.
  • Takes a leadership role in building and maintaining collaborative planning and working relationships with senior management to ensure alignment with and achievement of goals and objectives.
  • Builds and maintains strategic partnerships with the Office of the Chief Information Officer of BC (OCIO), other electoral management bodies and various public sector agencies to discuss issues related to standard-setting, data sharing and acquisition, joint projects and participation in IT initiatives.
  • Ensures information, application and technology architectures and strategies represent the best possible scenarios for the ongoing use of information technology at Elections BC.
  • Ensures effective information technology system disaster recovery and business continuity plans are in place, including associated budgets and any related services.
  • Leads the development and maintenance of the technical and application facets of Elections BC’s lines of business.
  • Ensures that information technology plans address human resource requirements in terms of job design, training and working environment.
  • Directs and manages the financial and human resources allocated to the Technical Services and Application Services work units.

Job Requirements

Education and Experience:

  • Completion of a degree, diploma, certification or equivalent in computer science, software engineering, information systems, or other related areas of study.
  • Experience with strategic planning and business transformation in a technology-dependent business area or information systems branch.
  • Experience leading, developing and implementing information management and information technology policies, programs and projects in a complex systems environment including data security and data management.
  • Experience negotiating and managing information technology contracts.
  • Experience managing professional staff, project teams and divisional budgets.
  • Minimum 5 years of progressive and relevant management experience in an information technology field.

Preference may be given to applicants with:

  • Additional certifications such as PMP, CISM, CISA, CISSP

Applicants must be willing to:

  • Fulfil the requirement to act as a non-partisan representative of Elections BC.
  • Occasionally work outside of normal business hours to meet deadlines.
  • Work from other Elections BC work locations throughout Victoria when required.
  • Travel occasionally, or as required, to locations throughout the province.

NOTE: Successful completion of security screening requirements of the BC Public Service (a criminal record check) is required.
